Chapter 1 General Provisions
Article 1 In order to encourage MPA graduate students to study hard and further improve their comprehensive qualities and competencies, after discussion held by Shanghai University of Finance and Economics (SHUFE) MPA Teaching Supervisory Committee and the School Party and Administration Joint Meeting, these measures are developed to subsidize SHUFE MPA graduate students for them to participate in academic activities related to the public administration discipline.
Article 2 SHUFE MPA Teaching Supervisory Committee is the leadership body for granting the MPA academic activity subsidies, and SHUFE MPA Education Center is responsible for carrying out the actual MPA academic activity subsidy work.
Chapter 2 Subsidy Recipients and Scope
Article 3 Potential recipients of SHUFE MPA academic activity subsidies are MPA graduate students currently enrolled at the university.
Article 4 The scope of SHUFE MPA academic activity subsidy program covers the following:
1. MPA forums organized by the National MPA Teaching Supervisory Committee;
2. Public administration forums organized by public administration-related societies;
3. Overseas public administration study programs organized by the university or jointly by the university and other colleges/universities;
4. Students who write research theses independently or jointly with others, and the theses are published in key periodicals recognized by the university in the name of SHUFE MPA graduate students;
5. Other public administration-related academic activities that the Center deems should be subsidized.
Chapter 3 Subsidy Standard and Number of Recipients
Article 5 SHUFE MPA academic activity subsidy standard is as follows:
1. Travelling and accommodation expenses for participating in academic forums shall be reimbursed for the actual amount, and normally should not exceed RMB3000 for one person at one time; the lowest subsidy is RMB500;
2. Subsidy for overseas study trips is RMB1000-3000 per person;
3. Subsidy for theses published in key periodicals is RMB1000 per paper.
Article 6 Each currently enrolled MPA graduate student is entitled to one subsidy for each academic activity at maximum, and the number of subsidy recipients of each grade is not limited.
Chapter 4 Determination Principles and Procedure
Article 7 The assessment and granting of SHUFE MPA academic activity subsidy follows the principles of fairness, justice and openness.
Article 8 Currently enrolled MPA graduate students intending to participate in public administration-related academic forums should submit an application to the forum organizer, and shall submit the electronic version of participating thesis and a copy of the official invitation to the Center after receiving the official invitation for the Center to confirm. After the meeting, students should submit participating materials to the Center for file, and prepare relevant travelling invoices for expense claim at the Center. The Center can also directly recommend students who have written outstanding theses on relevant topics to attend forums on behalf of the university.
Article 9 For subsidies for overseas study programs, the Center should submit applications to the MPA Teaching Supervisory Committee in advance for the latter’s approval; for theses publishing in key periodicals, the Center will consolidate students’ applications each semester and report to the MPA Teaching Supervisory Committee for its approval.
Chapter 5 Supplementary Provisions
Article 10 These measures are subject to the interpretation of SHUFE MPA Teaching Supervisory Committee and SHUFE MPA Education Center.
Article 11 These measures shall be implemented from March 2014.
