Chapter 1 General Provisions
      Article 1 In order to encourage MPA graduate students to study hard and further improve their comprehensive qualities and competencies, according to the Opinions on Intensifying the Reform of Graduate Education of the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance (Jiao Yan[2013] No.1) and the Implementation Plan for Shanghai University of Finance and Economics Graduate Subsidy and Scholarship System, after discussion held by Shanghai University of Finance and Economics (SHUFE) MPA Teaching Supervisory Committee and the School Party and Administration Joint Meeting, the decision is made to establish the SHUFE MPA scholarship program to recognize MPA graduate students who excel academically.
      Article 2 SHUFE MPA Teaching Supervisory Committee is the leadership
body for determining the MPA scholarship, and SHUFE MPA Education Center is responsible for carrying out the actual MPA scholarship determination work.
      Chapter 2 Scholarship Recipients and Determination Basis
      Article 3 Potential recipients of SHUFE MPA scholarship are MPA students who have completed the first year program.
      Article 4 Determination basis for SHUFE MPA scholarship mainly includes the following:
      1. Students who write research theses independently or jointly with others, and the theses are published in the name of SHUFE MPA students (as the first author);
      2. Students who write investigation reports and policy recommendations independently or jointly with others, and the reports/recommendations have been adopted by government departments or have received leaders’ instructions or comments;
      3. Students who participate in competitions above the prefecture-level on behalf of the Center or the university and have won excellent results;
      4. Students who write case studies independently or jointly with others, and these are determined by the Center’s assessment team as excellent case studies;
      5. Students who provide volunteer service for the class or the school’s teaching management and made outstanding contribution.
      6. Students who have completed the program with outstanding results.
      Chapter 3 Number of Recipients and Amount of Scholarship
Article 5 SHUFE MPA scholarship is offered at three levels for each grade: the number of recipients for the 1st prize is 2.5%-4% of the total number of graduate students in each grade (the following percentages is of the total number of each grade’s currently enrolled students), for the 2nd prize is 5%-8%, and for the 3rd prize is 12%-15%.
      Article 6 Each first prize winner receives RMB8000 (before tax, same for the following), second prize winner receives RMB4000, and third prize winner receives RMB2000.
      Chapter 4 Assessment Principles and Procedure
      Article 7 The assessment and granting of SHUFE MPA scholarship follows the principles of fairness, justice and openness.
      Article 8 Within one month after the new school year starts, the MPA Education Center will provide a list of scholarship recipient candidates based on the students’ performance of the previous year, and publish it in the SHUFE MPA website. If there is no objection after a 15-day objection period, the MPA Teaching Guidance Committee will review and approve the list, make official announcement, and submit the list to the university for file.
      Article 9 Scholarship for single-certificate MPA students will be announced during March-April each year, and for double-certificate MPA students will be announced during September-October each year.
      Chapter 5 Supplementary Provisions
      Article 10 These rules are subject to the interpretation of SHUFE MPA Teaching Supervisory Committee and SHUFE MPA Education Center.
      Article 11 These rules shall be implemented from March 2014 for single-certificate students and from September 2014 for double-certificate students.
