Shanghai University of Finance and Economic

I. Mission

     Shanghai University of Finance and Economics (SUFE) offers the Master of Public Administration (MPA) degree at the School of Public Economics and Administration (SPEA).  The mission of the MPA Program is to provide students with the public service values, knowledge and skills they need to become effective public leaders and managers at various levels of governments in China. The program seeks to fully avail itself of its university’s distinguished standing in the field of finance and economics and contribute to society through its research, education achievement, and public service. The mission aims to meet the challenges experienced by the governments in the context of China’s rapid socio-economic development and deepening globalization (Adopted September 2013, English translation edited September 2016).

II. Eligibility

    The candidates shall have at least three years’ working experience with a bachelor’s degree, or at least five years’ working experience with a nationally recognized higher vocational and professional college degree, or at least two years’ working experience with a master’s or doctor’s degree.

     The length of working experience will be calculated until September 1, 2016.

III. Application and examination

1. Examination application includes two stages: online application and on-site confirmation.

1.1 Online application: The candidates log in a designated website (http://yz.chsi.com.cn orhttp://yz.chsi.cn) for online application and fill in personal information. The application time is 9:00-22:00 from September 24 to 27, 2015 (the application data is valid during the preliminary application stage and the candidates don’t need to make another application during the formal application stage) and 9:00-22:00 from October 10 to 31, 2015. The candidates can’t make an application or modify the application information when the said time expires. Examination application website: http://yz.chsi.com.cn and http://yz.chsi.cn.

    During the examination application period, the candidate’s information about the education degree (student register status) will be checked on the website (http://yz.chsi.com.cn) and the candidates will be informed of the results within three days after they submit the application information. The candidates may log in http://www.chsi.com.cn to check information about their education degree (student register status) before or during the application period. The candidates who have failed to pass the check shall promptly have their domestic education degree (student register status) authenticated at http://www.chsi.com.cn and their overseas degree authenticated at the Chinese Service Center for Scholarly Exchange (CSCSE) under the Ministry of Education. During the on-site confirmation stage, the candidates shall submit the certification report to the examination application site for verification

1.2 On-site confirmation:

Time: The on-site confirmation time will be announced upon their application situation by the exam and admission management departments of each province.  Candidates must pay attention to the announcement and go to complete the on-site confirmation during the required time. And no overdue confirmation.

Venue: The first floor of Graduates School Building, SUFE, No. 777, Guoding Road, Shanghai

On-site confirmation procedures:

1.2.1 The candidates shall submit their second-generation resident ID cards, the original of their degree certificates (Fresh undergraduates from a university, an adult college or the adult education program of a university shall provide a student identity card with complete registration information, and fresh undergraduates whose first degree is a junior college degree shall provide a fresh graduate certificate issued by the Registry of their college or university ) and online application number to the personnel at the application site for verification. Self-taught undergraduates and network education undergraduates can use their nationally recognized undergraduate diploma to go through the online application and on-site confirmation procedures.

1.2.2 The candidates shall pay the examination fee according to the regulations.

1.2.3 The candidate’s image information is collected at the examination application site according to the regulations. (The examination-free candidates are recommended to have their image information collected too.)

1.2.4 The candidates should carefully check and confirm their online application information. The application information confirmed by the candidates shall not be modified during the examination, re-examination and admission stages and any consequences resulting from the candidate’s incorrect application information shall be borne by the candidates themselves.

1.2.5 The candidates read relevant regulations such as the Regulation for Violations of National Education Examination and Examination Room Rules.

1.2.6 The candidate who have failed the verification of online education degree (student register status) shall provide an education degree (student register status) authentication report during the on-site confirmation stage and shall not, in principle, go through the on-site confirmation procedures without providing the said report.

1.3 Examination Registration Certificate: The candidates shall download and print their Examination Registration Certificates according to the unified requirements of the Ministry of Education, so SUFE will not issue an Examination Registration Certificate. From December 14 to 28, 2015, the candidates may log in http://yz.chsi.com.cn or http://yz.chsi.cn with the account and password, which were used for online application, to search for examination information and download and print the Examination Registration Certificate.

2 Examination

2.1 Preliminary examination (National): The time for preliminary examination is on December 26, 2015 (See the Examination Registration Certificate for detailed information). There are two examination subjects: 199-Joint Comprehensive Ability Examination for Management Majors and 204-English. Both the two subjects are for the national joint examination.

2.2 Re-examination (on campus): A selective re-examination (the number of candidates participating in the re-examination is larger than that of candidates to be admitted) will be used.

The re-examination includes basic knowledge of public administration and politics (written examination, which will be prepared independently by SUFE graduate school, with a full score of 100 points) and professional background and comprehensive quality assessment (interview, with a full score of 150 points).

IV. Qualification Review and Physical Examination

Qualification review will be conducted during the re-examination. The candidates shall bring with them the following materials for qualification review:

1. Original and one photocopy of the ID card

2. Original and one photocopy of the diploma and degree certificate

Candidates must take Physical Examination during the re-examination. Detailed requirements see the re-examination announcement of SUFE.

VII. Tuition fee

    The total tuition fee is RMB 58,000 yuan, which will be paid in two times, with RMB 29,000 yuan for each time.

V. Admission

    The candidates with the highest combined scores of the preliminary examination and re-examination will be admitted.

VI. Modes of delivery and curriculum structure

   The SUFE MPA will be delivered at the SUFE main campus and all courses are taught by SUFE faculty in classroom.  The SUFE MPA offers four concentrations:

  •  Public sector management (the default)
  •  Fiscal and taxation management
  •  Finance and economic development
  •  Health economics and management

    Depends on the demand from students, some concentration may not be offered if the number of students are not adequate.  If a concentration is not offered, however, students can always elect courses and choose the thesis mentor in their interested specialty field.

 

    The curriculum includes 8 required basic and core courses for all concentrations, 4 required courses for each concentration, and 4 elected courses.  The curriculum also requires an internship project, special lectures, field labs and a thesis.  A total of 39 semester credits should be completed to obtain the degree. The length of the MPA study is between 2.5 and 4 years.  Under special conditions, a one-year extension may be approved by graduate school.  Students, who have completed all courses and passed all examinations and the thesis defense, will receive, from SUFE, a graduate diploma printed by the Ministry of Education and the master’s degree certificate printed by the Academic Degrees Committee of the State Council.
